Glemminge Development Research has undertaken a broad range of evaluations over the past twenty years. From 2011 to 2015 Ian Christoplos was subcontracted by the Stockholm-based consulting firm Indevelop as director of a Sida framework agreement for reviews, evaluations and advisory services on results frameworks. More recently he has continued to work with a range of evaluations, mostly contracted by NIRAS International Consulting (which had purchased Indevelop). Within these frameworks and in other assignments we have led or participated in over twenty evaluations in the past decade and have undertaken quality assurance on close to 200 evaluations.
A considerable proportion of our evaluations have been on research cooperation and policy research, primarily with think tanks. Examples of these include leading a review of Swedish support to five South Africa based think tanks working with peace and security, evaluations of the Cambodia Development Resource Institute and the Consortium for Advanced Research Training in Africa. Ian Christoplos was team leader for a four-year developmental evaluation of the Canadian International Development Research Center led Think Tank Initiative (www.thinktankinitiative.org).
Our evaluative work has also more generally emphasised issues related to capacity development and results-based management, with a strong emphasis on conflict affected countries. We strive to bring together lessons on how aid programmes can better focus on intended outcomes related to institutional sustainability and (where appropriate) human rights based approaches. We also actively advocate for more effective use of evidence in programming decisions. As part of these efforts, Ian Christoplos was lead author of two synthesis reviews of Sida’s decentralised evaluations and a literature review on capacity development as part of a joint Nordic evaluation. Ian Christoplos has been team leader for evaluations of the Swedish country strategies in Kenya, Albania and Zimbabwe, and for the Austrian country strategy for Albania.
